Topic: The US Struggle to Establish a Comprehensive Legal Framework to Address Climate Change
Abstract: The US has yet to implement a comprehensive national legal and policy framework to limit climate change. While the Biden Administration came into office committed to limiting climate change, even it has struggled to fully implement its ambitious climate agenda. Drawing on work by political scientists, this presentation will discuss the political, economic and legal obstacles to establishing a comprehensive national legal and policy framework for reducing the US’s contribution to climate change, and how these might be overcome. The presentation will discuss some of the climate policies that the federal and some state and local governments have implemented to date and whether these provide lessons for creating a broad national strategy to equitably and efficiently decarbonize the US.
Bio: Katrina Wyman is the Sarah Herring Sorin Professor of Law at NYU School of Law, where she teaches and researches in the areas of Property, Urban Environmental Law, and Natural Resources Law, among other subjects. Wyman is Deputy Faculty Director of NYU Law’s Frank J. Guarini Center on Environmental, Energy and Land Use Law, and Faculty Director of the law school’s LLM program in Environmental and Energy Law. Her recent research has addressed a range of topics, including the role of cities in environmental law in the US and abroad, and the development of novel forms of property. Wyman was awarded the Podell Distinguished Teaching Award in 2020. She has a BA, MA and LLB from the University of Toronto, and an LLM from Yale Law School.
