Francine R. Vega, PhD, MS, CCC-SLP, is a legal epidemiologist and health policy researcher with more than 15 years of leadership experience spanning clinical care, healthcare operations, program development, and academic research. A former ARMY combat medic, first responder, and speech-language pathologist, she brings a clinician’s perspective to examining how laws and policies shape healthcare access, delivery, and outcomes. She joins the University of Houston’s Health Law and Policy Institute from UTHealth Houston’s Center for Behavioral, Emergency, and Addiction Research, where she focused on behavioral health, substance use, and opioid-related policy. At HLPI, she will lead the development of a new Health Policy Surveillance and Legal Epidemiology initiative to advance interdisciplinary, policy-relevant research.
