Leah R. Fowler is a Research Assistant Professor and Research Director for the
Health Law & Policy Institute. She conducts multidisciplinary, collaborative research Activities
on the ethical, legal, and social implications of consumer health technologies and
digital health surveillance, with special interests in smartphone applications and platforms. Her scholarship is published
or forthcoming in leading legal and peer-reviewed journals, including the Stanford Law Review; Alabama Law Review;
Notre Dame Law Review; American Journal of Law & Medicine; Journal of Legal Medicine; Journal of Law, Medicine & Ethics;
Pediatrics; the Journal of Adolescent Health; Health Promotion Practice; and the American Journal of Bioethics. In addition to her
research duties, Professor Fowler is involved in several Health Law & Policy Institute initiatives, including oversight of the
Health Legislative Fellows Program and the grant-funded Smoke-Free Ordinance Database. She is also a faculty advisor to
the Health Law Organization and the Houston Journal of Health Law & Policy. Before joining UH, Professor Fowler worked
as the Health Policy Program Manager in the Center for Medical Ethics and Health Policy at Baylor College of Medicine,
where she maintains a designation as a Health Policy Scholar.
RESEARCH ACTIVITIES
HLPI IS DEEPLY COMMITTED TO RESEARCH AND IS ACTIVELY ENGAGED IN THE STUDY OF HEALTH ISSUES
AFFECTING THE STATE AND THE NATION. Its studies on mental health, nonfinancial barriers to health care,
eHealth, long-term care, universal health insurance, family violence, disease control, and the health care system
have provided the foundation for legislative action. HLPI and its faculty receive research funding from external
entities, including the Greenwall Foundation, the Texas Legislature, the Texas Department of State Health
Services, the National Institutes of Health, the U.S. Department of Health and Human Services, and TIRR
Memorial Hermann. Selected areas of faculty research interests include:
