FOR OVER FOUR DECADES, THE HEALTH LAW & POLICY INSTITUTE (HLPI) AT THE UNIVERSITY OF HOUSTON LAW CENTER (UHLC) HAS BEEN AT
THE FOREFRONT OF LEGAL EDUCATION, SCHOLARSHIP, AND POLICY ANALYSIS RELATED TO HEALTH CARE AND BIOTECHNOLOGY. Formed in
1978 to advise the Texas Legislature on health law and policy issues, HLPI has built a diverse portfolio of research on a variety of topics, including
health finance systems, disability law, health information exchange, genetic data, health care quality and access improvement, integrated provider
organizations, questions of individual rights in health care, and biomedical research. In October 2009, the University became a member institution
of the famed Texas Medical Center, solidifying HLPI’s link to the world’s largest medical complex. Our mission is threefold:
• Education: to provide one of the nation’s most rigorous, comprehensive, and cutting-edge programs in health law at the basic (J.D.) and
advanced (LL.M.) levels with the goal of preparing students for careers in health law practice or academic or policy-oriented positions
• Research: to facilitate independent and grant-funded research and to cultivate the next generation of health law scholars by providing
mentoring and support to our students
• Service: to share our knowledge through public commentary and engagement and to advise the Texas Legislature and state regulatory
agencies on matters involving health care and public health
