This book results from the author’s study of former members of Congress who served from the early 1970’s to the early 2000’s. The author points out in the Preface that “the legislative activity of lawmakers who are serving their last term in office can be explained, in part, by their post-congressional lobbying activity. … The practice of lobbying after leaving office is one that is growing. It is also a practice that does not seem to be stymied by temporary bans on post-congressional lobbying. What was once viewed as inappropriate behavior has become so acceptable that some of the most prominent public figures in the US government today have registers as lobbyists.” The author presents some possible solutions to the serious dilemmas he describes. In the end he calls for further evaluation to gauge the “full impact” of post-congressional lobbying which is exploitation of the public trust and the “kind of behavior that compromises the integrity of the institution.”

of the text to discuss the unique nature of computer software and online
information in emerging markets, the author analyzes the development of
the law governing computer software and information licensing, and the
need for legal framework in developing countries as the emerging markets.
Developments in the United States and the European Union are examined
and compared with Thai law, as a case study of developing countries, in
order to consider what legal reforms, if any, are need to encourage the
growth of information industries. At the end the author concludes that
it may be premature for a country such as Thailand to rush to legislate
in this area. While the clarity and simplicity of Thai law in contract
and commercial matters may provide an opportunity for cautious innovation
in light of local circumstances, blind copying of foreign precedents can
stifle the development of the Thai software industry.
