Course Outline: 'Oily' shale gas plays in the United States have spotlighted the need for additional domestic pipeline infrastructure that may include a combination of natural gas pipelines and oil/condensate pipelines. This course will compare and contrast the principal substantive laws and rules in the United States that govern the economic regulation of oil pipelines and natural gas pipelines, with emphasis on federal regulation under the Interstate Commerce Act and the Natural Gas Act. In addition, the course will focus on the differing historical antecedents, and economic and regulatory policies , which are the drivers of economic regulation of domestic oil and gas pipelines under these different regulatory regimes.
