Professor
Flatt is first holder of the A.L. O'Quinn Chair in Environmental Law at the
University of Houston Law Center. Professor Flatt is also the director of the Center for Environment, Energy, and
Natural Resources at the Law
Center. He is also
advisor to the Energy and
Environmental Law Society at the University of Houston Law Center, and
faculty articles editor for the University of Houston ’s Environmental & Energy Law & Policy
Journal.
Prior to coming to the
UHLC in 2002, Professor Flatt was Professor of Law at Georgia State University
College of Law and head of the environmental law program. He teaches courses in
environmental law, the law
of hazardous waste, torts, administrative
law, natural
resources law, and international environmental law.
He was the Taft Distinguished Visiting Professor in Environmental Law at the
University of North Carolina Chapel Hill in the Fall of 2008, and he has served
a Distinguished Visiting Professor of Law at Roger Williams University School
of Law in 2004-05, Visiting Professor of Law at the University of Georgia
School of Law in the Spring of 2002, University of Washington School of Law in
Summer of 2001, 2002, and 2003, and Seattle University in the Fall of 2001 and
Winter of 2007. He is also a regular visiting professor in the Summer in Alaska
Program at Seattle
University in the Summer
where he teaches Alaska Natives and Environmental Law. For more information

Professor Flatt is a
member scholar of the Center for
Progressive Reform, and is a former National Board member of Lambda Legal Defense and Education Fund. He has served on the Law School Admission
Council’s Test Development and Research Committee and has served on LSAC’s
division of lesbian, gay bisexual and trans-gendered issues. He is a member of the Stonewall Bar Association, and is an
